Sindh has been running 3 jails with no prisoners
Three areas in SIndh - Mirpurkhas, Benazirabad, Thatta - have had jails since 2015. Their budgets have been set aside and officers have even been posted here.
Except, jails only exist on paper. Their foundation stones were laid but they were never constructed.
