In a controversial move, a plumber has been appointed as an administrator at the National Institute of Cardiovascular Diseases (NICVD), bypassing legal requirements.
According to sources, maintenance worker Mustafa Hassan, who holds only a diploma, has been elevated to a Grade-18 officer’s position.
The role requires an MBA in administration, but despite this, he was assigned the post in violation of standard regulations.
The appointment has raised concerns over merit and transparency in key administrative positions at the institute.
