Gul Plaza under scrutiny: SBCA submits seven files, three court cases found pending
Investigations into the Gul Plaza tragedy have intensified as the Sindh Building Control Authority (SBCA) submitted the complete record of the building to the Karachi commissioner four days after the deadly incident, officials said on Wednesday.
According to officials, the SBCA handed over seven files related to Gul Plaza, including records of three court cases that remain pending. The authority said litigation concerning the building dates back to 1992, 2015 and 2021, with full documentation of each case included in the submitted files.
The documents reveal evidence of illegal constructions, revised proposed building plans and regularisation plans linked to the commercial plaza. SBCA officials also submitted a separate report file related to the building’s approval and regulatory status.
Authorities said the original files of Gul Plaza were transferred by the Karachi Division to the office of the additional commissioner.
The records pertain to Plot No. 32, PR-I, Preedy Quarters, District South. These files include court case documents, records of illegal constructions, official reports and regularisation plans.
Details of the files show that the court case CP No. 4138/2015 contains 86 pages along with official notings, while CP No. 971/2021 comprises 50 pages of record. Another case, CP No. 1081/1992, includes 16 pages along with notings.
The illegal construction file contains six pages of official correspondence. The revised proposed building plan file consists of 57 pages and six pages of notes. The building approval report file spans 135 pages with seven pages of notings, while the regularisation file includes 41 pages and seven pages of notings.
Officials said the submission of the complete record is expected to assist the commissioner’s office and other investigating agencies in determining regulatory violations and assigning responsibility following the deadly fire at Gul Plaza.
