PPP backs Article 243 amendment, creation of constitutional court: Bilawal
Pakistan Peoples Party (PPP) Chairman Bilawal Bhutto Zardari on Friday announced that his party supports the proposed amendment to Article 243, which relates to the armed forces, and the formation of a constitutional court.
Addressing a press conference after the second day of the PPP’s Central Executive Committee (CEC) meeting at Bilawal House in Karachi, Bilawal said, “We agreed on three points: amending Article 243, establishing a constitutional court, and managing judges’ transfers through proper consultation.”
He added that the proposal to give the judicial commission a role in transfers was a “sensible approach” to ensure transparency and balance between institutions.
The PPP chairman explained that under the existing system, the president consults the chief justice before approving a judge’s transfer, but the government intends to end this consultation.
“If a judicial commission is to be given this authority, then both the concerned high courts should be represented,” he said.
Bilawal reiterated that the PPP has always supported judicial reforms in line with democratic principles.
“We stand for constitutional courts because they are part of the Charter of Democracy,” he said, adding that the party would continue to engage with the government to build consensus on other constitutional matters, including electoral reforms.
On governance issues, Bilawal said the PPP remains committed to strengthening local governments across the country.
“We want to see a stronger local government system. Sindh has the most empowered local bodies, and we want to make them even stronger,” he said, criticising Punjab for abolishing the office of the Lahore mayor.
He added that progress on other points of the Charter of Democracy would be a welcome step towards political stability and institutional harmony.
