Rama claims AI system would handle all decisions on public tenders

Albanian Prime Minister Edi Rama announced the appointment of the world’s first artificial intelligence-generated government minister, tasked with managing public tenders to ensure transparency and eliminate corruption.

Introducing his new cabinet after a decisive election win in May, Rama unveiled “Diella” meaning “sun” in Albanian as the new digital minister.

“Diella is the first government member who is not physically present but virtually created by artificial intelligence,” he said.

Rama said the AI system would handle all decisions on public tenders, ensuring they are “100 percent corruption-free” and that public funds are transparently allocated.

Launched in January as a virtual assistant, Diella has already helped issue 36,600 digital documents and provided nearly 1,000 services on Albania’s official e-Albania platform.

Designed as a female figure dressed in traditional Albanian costume, Diella was originally created to help citizens access government services online.

Rama, who is serving his fourth term in office, will present his new cabinet to lawmakers in the coming days.

Combating corruption remains a key condition for Albania’s bid to join the European Union, a goal Rama hopes to achieve by 2030.
