Major terror network of India’s RAW agency busted in Karachi

Joint operation by CTD Sindh, federal agencies reveals RAW network

A major network of India’s spy agency, Research and Analysis Wing (RAW), has been busted in Karachi following a joint operation by the Counter-Terrorism Department (CTD), Sindh, and federal intelligence agencies.

Addressing a press conference on Saturday, Sindh CTD Additional Inspector General Azad Khan said the breakthrough came during the investigation of a targeted killing case.

On May 18, 2025, a 45-year-old philanthropist was gunned down in Matli, Badin district. During the probe, four suspects were arrested on July 8.

Their interrogation revealed the existence of a RAW-linked network in Pakistan. CCTV footage and eyewitness accounts identified three men at the crime scene.

Two suspects were taken into custody, and the weapon and motorcycle used in the attack were recovered.

According to CTD officials, the assassination plot was masterminded by Sanjay Sanjeev Kumar alias “Fauji,” an Indian agent residing in a Gulf state.

He hired Salman Virk from Sheikhupura, who in turn roped in Mohammed Umair Virk as the local commander.

Umair coordinated the hit with associates Shakeel Ahmed, Mohammed Sajjad, and Mohammed Ubaid, handling funds and logistics.

RAW provided substantial funding for the terrorism and target killings, Azad Khan said, adding that the funds were transferred via banking remittances.

Investigators further revealed that Pakistani national Mohammed Arsalan, son of Habib Ahmed, also based in a Gulf country, met Kumar and arranged financial and logistical support for the hit squad.

The suspects maintained direct contact with Kumar, while RAW allegedly exploited a separatist group to execute its plan.

The CTD has registered cases under anti-terrorism laws.

AIG Azad Khan said RAW spent a hefty sum on the operation, and Indian media openly celebrated the killing.

Azad Khan said that evidence has also emerged of RAW’s involvement in bomb blasts and terrorist activities in Karachi and other cities.

He added that such acts constitute “state-sponsored terrorism,” and Pakistan will raise the matter at all relevant forums. Interrogations are ongoing, and further arrests are expected.
