Here’s how many Pakistanis went abroad for employment in first half of 2025
The Bureau of Emigration and Overseas Employment (BEOE), an attached department of the Ministry of Overseas Pakistanis and Human Resource Development, has reported that 336,999 Pakistanis proceeded abroad for employment from January 1 to June 30, 2025.
According to an official source at the Bureau, the number of foreign job seekers continues to rise steadily, reflecting the impact of effective national policies and the opening of new employment avenues for both skilled and unskilled workers.
Since its establishment in 1971, the BEOE has facilitated overseas employment for more than 10 million Pakistanis, all duly registered through its official process.
The Bureau has consistently served as a key institution in managing and regulating the emigration of Pakistani citizens for work purposes.
The official highlighted that 2015 recorded the highest annual number of emigrants, with 946,571 Pakistanis going abroad for employment. As of now, over 116,300 foreign job opportunities are available through the BEOE platform.
Overseas employment remains a vital contributor to Pakistan’s economy, playing a significant role in easing domestic unemployment and serving as a major source of foreign exchange through remittances.
The BEOE regulates, facilitates, and monitors the emigration process in collaboration with Overseas Employment Promoters (OEPs) in the private sector.
One of the Bureau’s core responsibilities is the collection and maintenance of emigration data. This comprehensive statistical record, maintained since 1971, aids in policy-making and planning by the Economic Division and other relevant government departments.
The Bureau operates under the Emigration Ordinance, 1979, and is tasked with promoting and regulating the emigration of Pakistani citizens.
It is also responsible for safeguarding the welfare of emigrants, advising the federal government on emigration policy, and supervising OEPs through its seven regional Protectorates of Emigrants offices.
Other key functions include processing OEP licences, conducting pre-departure briefings for workers, ensuring mandatory insurance coverage, and managing agreements with foreign governments for manpower export.
The Bureau also administers the State Life Emigrants Insurance Fund (SLEIF), providing additional security for Pakistani workers abroad.
