FBR revenue dips: Electricity bill tax collection falls amid lower consumption

Tax revenue from salaried individuals surged to Rs552 billion in FY25

The Federal Board of Revenue (FBR) has reported a collection of Rs490 billion in Withholding Tax (WHT) and General Sales Tax (GST) from electricity bills for FY 2024-25, a decrease from Rs600 billion in the previous year.

This reduction aligns with a 3.6% decline in total power consumption, which fell to 80,111 GWh from 83,109 GWh during the same period last year.

Industrial electricity usage saw a significant decline, dropping from 28,830 GWh in FY24 to 21,082 GWh in FY25.

In contrast, tax revenue from salaried individuals surged to Rs552 billion in FY25, up from Rs367 billion the previous year.

In the real estate sector, the FBR collected Rs235 billion from property transactions, comprising Rs118 billion under section 236C and Rs117 billion under section 236K of the Income Tax Ordinance, compared to Rs90 billion and Rs104 billion respectively in FY24.

Overall, the FBR raised Rs5.8 trillion in direct taxes in FY25, with the corporate sector contributing Rs3.8 trillion, and the banking sector paying between Rs1 trillion to Rs1.5 trillion in income and withholding taxes.
