KP govt issues high alert, activates emergency preparedness amid Indian attack
The Khyber Pakhtunkhwa (KP) Home Department on Wednesday has issued a comprehensive advisory, activating full-scale emergency preparedness across the province.
The statement instructed all field formations, emergency services, line departments, and critical institutions to immediately implement pre-emptive readiness protocols under the Provincial Contingency Framework.
District administrations (DC Offices) have been ordered to activate District Emergency Coordination Committees (DECCs), comprising representatives from the police, health departments, local government, Rescue 1122, civil defence, education sector, and media focal persons.
They have also been directed to identify and prepare designated shelters—such as schools, community halls, and mosques—in every tehsil, and to stock them with essential relief kits including food, drinking water, bedding, and medical supplies.
Authorities must also ensure the safe custody of public records, fuel reserves, and other critical resources.
All leave for departmental and administrative staff has been cancelled, with strict orders that no official may leave their station until further notice.
Rescue 1122 and other emergency services must maintain full operational readiness, including all ambulances, fire brigades, and water rescue units.
Rapid disaster response teams are to be deployed to high-risk zones, and joint mock drills with Civil Defence are to be conducted to practice emergency protocols.
The government has instructed all hospitals, district headquarters hospitals (DHQs), basic health units (BHUs), and trauma centers to fully activate their Emergency Response Plans.
These facilities must be placed in mass casualty readiness mode, with sufficient supplies of antibiotics, surgical kits, burn treatment material, and blood units.
Doctors and paramedical staff are to be assigned around-the-clock emergency shifts, and all leaves have been cancelled. Additionally, psychosocial support teams must be prepared to manage trauma and stress-related cases.
All non-essential public gatherings, sports events, and school functions have been suspended until further notice.
Schools and colleges are to conduct civil defence awareness sessions and prepare their premises for possible use as emergency shelters or field hospitals.
Civil Defence units have been directed to activate air raid sirens, public warning systems, and civil volunteer networks.
They will also rehearse blackout protocols and aerial threat protection measures, and distribute pamphlets and posters on first aid and sheltering techniques through local government bodies.
Police and law enforcement agencies must secure critical infrastructure, including communication hubs, fuel stations, power grid installations, bridges, and other sensitive sites.
Patrolling is to be increased near military and civil aviation areas. Authorities must also ensure the security of supply chains, particularly for food and fuel.
Deputy Commissioners (DCs) are instructed to monitor the availability of essential food items, warn traders against hoarding or price gouging, and coordinate with fuel providers (e.g., PSO, Shell) to ensure secure and operational depots.
Volunteer and community organizations have been tasked with reactivating Village and Neighborhood Committees (VNCs) and mobilizing Red Crescent and Scouts for emergency support. Local communication trees are to be developed to ensure trusted information flow in case of internet disruption.
All official communication must be routed through designated media focal persons to prevent misinformation.
Authorities are directed to monitor and counter rumors and sensational reporting, and maintain a calm, confident tone in public messaging.
Commissioners are to assign command officers for operational continuity, while DCs and District Police Officers (DPOs) must develop “work-from-safe-location” plans for core staff.
The alert, officials emphasized, is issued as a strategic precaution, not as a signal of imminent threat. Citizens are urged to remain calm, alert, and cooperative.
All departments must submit daily readiness reports to the 24/7 Home Department Control Room.
