New health rules unveiled for travelers entering Dubai

Dubai has enacted a comprehensive Public Health Law aimed at strengthening the emirate’s health security and preparedness.

The country enacted Law No. (5) of 2025 on Public Health, aimed at bolstering public health measures and preventing the spread of communicable diseases among travellers.

It was issued by Vice President and Prime Minister of the UAE, His Highness Sheikh Mohammed bin Rashid Al Maktoum.

The legislation introduces stringent measures for all individuals entering Dubai, including tourists, residents, and transit passengers.​ Key requirements include:

  • Compliance with Health Protocols: Travellers must follow official health guidelines set forth by relevant authorities.
  • Accurate Health Reporting: Upon arrival, individuals are required to provide truthful health information.
  • Disease Reporting: Any suspected or confirmed communicable diseases must be reported to authorities immediately.
  • Hygiene Practices: Travellers are encouraged to observe hygiene practices, including wearing face masks and maintaining physical distance in the event of illness.

For individuals infected with or suspected of carrying a communicable disease, the law mandates that they avoid contact with others and refrain from travel, except to healthcare facilities with prior approval from the Dubai Health Authority. Concealment of infections or intentional spread of disease is strictly prohibited.

The law emphasizes the importance of preventive measures and coordination among government entities, including the Dubai Health Authority, Dubai Municipality, and the Dubai Environment and Climate Change Authority.

The new Public Health Law will take effect 90 days after its publication in the Official Gazette and will supersede any conflicting previous legislation.
