A legal notice has been sent to the relevant authorities challenging the implementation of the newly introduced e-challan system in Karachi, arguing that the city’s current road and traffic conditions make the system impractical.
Advocate Jahangir Shams, on behalf of his client Mir Mohsib Talpur, issued the notice to the Director General of Sindh Safe City Authority, as well as the federal and provincial secretaries for information.
The notice urged authorities to suspend the enforcement of e-challan and surveillance mechanisms until the city’s traffic and road infrastructure is improved.
It stated that while improving police systems and road safety is a positive step, the current state of Karachi’s roads makes enforcement of such digital measures premature.
“Regardless of good intentions, no law should be implemented where conditions are unsuitable for its execution,” the notice said.
The document highlighted that roads from Saddar to Korangi and from Liaquatabad to DHA are in poor condition, with widespread encroachments, faded zebra crossings, non-functional traffic lights, and police officers manually controlling traffic in several areas.
